Once you’ve finished the first two goals, there are a few things you should know about the Reinforcement Helicopters. The first is that it can be hard to shoot down one of these helicopters.
The Rocket Launcher is the best weapon to use to destroy it, so we suggest you start with it. A helicopter can be destroyed with just two rockets from one of these.

If you don’t, you might use up all your bullets trying to destroy it and not have any left for the enemies on the ground. If you don’t have an RL, enemies on rooftops will usually give you one.
Also, a helicopter will sometimes fly much farther than it was supposed to, leaving you no choice but to run after it and destroy it.
