The Download in Progress problem only happens in Dead Island 2 if you start playing before the game is done downloading and installing. For instance, PlayStation lets you start a game before the installation process is done.

It’s just a way to get your feet wet before diving in. But that also means that you can’t see the whole thing. The main menu is sometimes all you get.

In Dead Island 2, you can complete the “Desperately Seeking Emma” quest up to the “Help the injured couple” step. You need to talk to Joshua, but the prompt changes to “Download in Progress.” After the installation is done, you’ll be able to move on.
